Proposal would extend Slavia Road to mitigate congestion on nearby roads

OVIEDO, Fla. – Seminole County held a public meeting on Tuesday evening to discuss possibly extending Slavia Road in Oviedo, and several residents showed up to voice their complaints.

According to county officials, the proposal would extend Slavia Road to the east to provide another route for drivers traveling from Aloma Avenue to Alafaya Trail.

“The purpose of the study is to evaluate potential alignments, including right of way impacts, environmental impacts, stormwater needs and cost,” the county’s website reads.

Seminole County Public Works stated in a release that the area has suffered from high traffic volume, so the extension could help alleviate congestion along Chapan Road and Mitchell Hammock Road.

County leaders said that the plan being considered is a four-lane roadway stretching just over a mile long. Several plans are under consideration, as shown below.

Oviedo has been trying to tackle issues with traffic since last year, with Mayor Megan Sladek asking residents to walk or bike to help ease the gridlock plaguing the city.

The latest road extension proposal comes as part of a 10-year mobility plan aimed at addressing heavy traffic congestion within the city.

During the meeting on Tuesday evening, hundreds of Oviedo residents showed up, with several voicing concerns about the proposed project.

Resident Pat Stanforth said she was disappointed with Tuesday’s meeting, which didn’t include a public question and answer portion. The county instead asked for residents to submit written questions for consideration.

“I’m concerned about the flooding as well. I’ve lived in Seminole County for 33 years, and every time there’s a hurricane, the farm behind floods more and more, and this time, it was up to my property line. It’s just going to get worse if they put anything else in there,” Stanforth said.

Homeowner Heather Sizemore said she is also concerned about flooding.

“We saw how much flooding was in the area. My home backs up into a retention pond, so I have huge concerns over the safety of my property,” Sizemore said.

OVIEDO, Fla. — Residents of the city of Oviedo in Seminole County have a decision to make about a tax referendum on the ballot in the upcoming Nov. 7 election.

The Economic Development Ad Valorem Tax Exemption program is a local option tax incentive for either expanding or newly qualified businesses.

“The projects that we are looking to attract is the restaurants, entertainment facilities located to come up around the job creation center such as the Oviedo Medical Center,” Oviedo assistant city manager Patrick Kelly said.

He said this tax exemption referendum is one tool city officials hope will generate job growth in the area. He said right now the tax base in Oviedo is mostly single-family residential, but they would like to diversify the overall tax base by attracting more businesses to the area.

This referendum will give a tax break to qualified businesses that fall under specific industries, including finance and insurance; professional, scientific and technical services; and research development and testing, among others.

If approved, the city would only exempt city ad-valorem taxes and apply them to the value of new construction, equipment, or improvements. Exemptions do not apply to county taxes, school district assessments, other special district assessments, or the city of Oviedo’s streetlight assessment.

In order to determine what businesses would qualify to receive the tax exemption, the city plans to follow a series of guidelines, including the net total number of jobs to be created as well as the applicant's projected average annual wage.

They will also consider the capital investment to be made by the applicant, as well as the type of business or operation and whether it qualifies as a targeted industry.

So far, the only business that has received the Economic Development Ad Valorem Tax Exemption is the Oviedo Medical Center. The facility opened its doors in 2017, offering 64 hospital beds and an emergency department to residents. According to the city, the medical center has become the city’s largest taxpayer, paying an annual tax bill of about $900,000.

Rebekah Arthut, president and CEO of the Seminole County Chamber, said any type of tax incentives for businesses help the city grow and impacts residents in a positive way.

“It just makes your city more competitive," Arthur said. "Bringing businesses and new jobs is always something that the community wants to see. And anything that can help our cities attract businesses is an advantage for them."

The referendum will be on the ballot during the Nov. 7 election, and voters will have the option to choose yes or no to authorizing the city to grant the tax exemptions.

Brian Darnold, 29, faces charge of negligent manslaughter

SEMINOLE COUNTY, Fla. – A man was arrested in Seminole County weeks after a fight at a 7-Eleven convenience store left another man brain dead, according to the sheriff’s office.

Deputies arrested Brian Darnold, 29, on Monday.

Investigators said on May 1, first responders were called to the 7-Eleven at 7405 Red Bug Lake Road after receiving reports about a man beaten unconscious.

Surveillance footage shows Darnold getting into a car to pull away from the store, which is when the victim — Amir Aryafar — began walking toward the rear of the vehicle, deputies explained.

Investigators said the footage then shows Darnold getting out of the car to punch Aryafar, causing the victim to hit his head on the pavement. Darnold then got back into the vehicle and drove away, the affidavit states.

According to deputies, Aryafar was taken to the hospital, where it was revealed that he had received a “substantial brain injury.” The next day, Aryafar’s son reported his father had been declared brain dead, and the family soon after took him off of life support, deputies added.

Deputies eventually found Darnold, who told them that Aryafar had been harassing him for drugs while he was at the store with his girlfriend, according to court records. Darnold added that he didn’t have drugs, and Aryafar cursed at him once Darnold said as much.

Darnold also told deputies that when they tried to leave in their car, Aryafar began “running after the car,” prompting Darnold to jump out and confront Aryafar, court records state.

Investigators said Darnold claimed Aryafar threw a punch at him, and Darnold responded in kind, knocking Aryafar out.

When asked whether he checked on Aryafar after hitting him, Darnold replied, “I didn’t want to wake him up and him still trying to fight me.”

“I’m guessing the guy got pretty (explicit) up because if it was a regular battery case, you wouldn’t be here,” Darnold reportedly told investigators.

When told that it wasn’t a “good situation,” Darnold said, “At least he’s still alive,” according to deputies.

On June 19, deputies received word about Aryafar’s autopsy, which showed the cause of his death stemmed from the brain injuries he suffered.

Darnold faces a charge of homicide by negligent manslaughter. He is held on no bond.
